Chief Justice Raymond Zondo delivered the fifth report to President Cyril Ramaphosa on Wednesday night.
The commission of inquiry into state capture makes several damning findings against former president Jacob Zuma, his son Duduzane and ex-spy boss Arthur Fraser.
DA leader John Steenhuisen says it raises red flags on the governance of the ANC.

“It has always been quite clear that no one individual or personality within the ANC can save it from its own corruption and decay, as the governing party drowns in successive skeletons falling out of each and every closet.
“South Africa deserves a fresh start, and we need to start preparing now to vote for it.”
Ramaphosa last night said that suggestions that he and Zondo discussed the report beforehand are demeaning.
The Economic Freedom Fighters’ Leigh-Ann Mathys also isn’t convinced.
“It is Ramaphosa who has demeaned the whole of South Africa by placing the whole country in the ranks of human traffickers, drug smugglers and poachers with his money laundering activities.”
